An all-hazards system-based approach to critical infrastructure resilience is essential for ensuring service continuity in the face of diverse hazards and threats.

Why is this important?

Critical infrastructure systems constitute the backbone of the functioning of our modern and interconnected economies. The disruption of telecommunication services, water or energy supply, transportation or financing systems can cause significant harm to the well-being of citizens and incur adverse economic effects that resonate beyond the directly affected sector. Given the interconnectedness and interdependencies of these core infrastructure assets and systems, governance approaches that foster transboundary cooperation are needed to strengthen system resilience. The goal is to limit systemic disruptions to the supply of essential services and increase the capacity to rebound quickly after a shock.
